MUNICIPAL FINANCE

Municipal finance is of great importance in India as it enables local governments to provide essential services, promote economic growth, and improves the quality of life for citizens. It supports local governance, infrastructure development, and fosters financial autonomy and accountability at the municipal level. This section includes three subsections analyzing overall budget, sectoral budget and fiscal health of the cities.

Overall Budget

It explores the actual and budgeted income and expenditure along with the budgetary variances and the various sources of income for the respective ULBs.

The data is provided by the ULB.

Sectoral Budget

It explores the income received for the 5 major services analyzed and the expenditure done against them.

The data is extracted from the annual budgets.

NOTE: Since outcome based budgeting is not practised, data has been extracted  from the annual financial statements and interaction with municipal officials.

Fiscal Health

The fiscal health of the cities has been assessed on the basis of three financial ratios evaluating the fiscal autonomy, dependency on transfers and self reliance of the ULB.

About

Managing cities is an interplay of governance, functions, functionaries and citizens. The Indian cities got their constitutional status imparted through the 74th amendment act of 1992. This work is an attempt to better understand and disseminate a holistic overview of how Indian cities are governed ,what all functions they perform and fiscal soundness of the cites.

The researchers have developed a framework to analyze the efficiency levels of city management through four major parameters, namely; urban governance, municipal finance, service delivery and technology. The data is collected is as reported from the field and also includes the data available in the open domain like annual budgets, annual reports, disclosures on the city websites and interactions with the officials.

Respective state municipal acts have also been referred to for assessing urban governance.
